It does say that but it doesn't take that long to dry

Once dry, slowly take off the tape while holding down the dip on your wheels right where the tape is. Just with your nail to keep the tape on the wheel.

The way you are supposed to plasti dip is not spray then wait until fully dry to do another coat. Doing wheels you should do 1 coat then don't even wait 20 minutes before you do the second coats and so on. That 4 hours that it takes to dry is what it means, to dry. You don't want to spray plasti dip over already fully dried plasti dip.
