Depends on what you are after. There are a ton of retailers which sell aftermarket rims. Click one of the advertiser's banners and you'll find lots to choose from. If you are looking for OEM parts, ebay or craigslist is a good place to start.

Craigslist:
I saw a set of Forgestar 20x9 front & 20x11 rear with tires and only 500 miles on them for $2,000 on Craigslist locally for me, new those same wheels & tires would cost $3,000+.

This Forum:
I'm selling my 19" OEM wheels/tires/tpms in the forum here for $900 + shipping, new they'd cost $2,200+.

Sponsors:
American Muscle has good wheel/tire combo sets preconfigured.

If they are reputable, recommended by others, if not I wouldn't bother.

There is also Discount Tire, if there is one nearby you could check them out.

Tons of choices out there.

You need to know the rules, to break the rules
