A 1" difference in Tire dia would be a 3%+ difference and should be corrected. Already having a tuner makes it a no brainer.

Looks like they have the same external diameter since they were both factory sets. Used my navigation system to check my speed which was set on cruise. 30, 35, 45, & 55 all were the same.

The couple of percent difference is actually for the 17" tires. The computers are set up with 18" as the default since they sell so many fewer base model cars. My MPH was slightly off with the 17s (1-2mph at 70mph) and now is dead-on.
