How do you T/S Disc breaks

This winter when i set the E-Break some times it stuck i know how the old rotors e-breaks worked but how doses a disc break work do i have moisture in the lines or is there a cyclinder some where I would ready like your help

the handle went down ok but you could tell that something was holding the car back

their is a lever on the rear brake caliper that the e-brake cable pulls to engage the rear brakes. If the lever goes back down, but the brakes still hold. It must be the caliper part that's getting stuck
