Water Pump Bolts

I have a weird situation with 4 water pump bolts/studs. Those are the ones that go through the cam cover into the engine block. Two of them came out, one came out halfway and the 4th one did not come out at all. How the heck do I get them back in?
I'm afraid of breaking off the one that came out halfway, but I guess I need to screw it back in somehow?
Any suggestions?

The one that part way out i would take all the way out and replace if the threads are bad if not put it back in but at least look at

Well if the bolt won't come out it could mean one of two things. It seized up in there or (this sounds very possible) somebody crossthreaded and lock-tite'd the bolts in the water pump before. I would remove everything, inspect the threads of the holes and bolts. I'm not sure if those bolt holes can be re-tapped or not but you may have to tap them with an oversize die bolt.

The studs that came out sound like they are fine. The one that stayed in should be fine. If the other one cam part way out and then the nut on the end unscrewed instead of the rest of the stud coming out, I'd say you should just screw the stud back in and reinstall the nut. Two nuts jammed together on the end of the stud is a pretty good way to get it screwed back in.
If it's really hard to screw in or out though, you may have a problem and a tap and die set may be needed.
