The 94-95 system is very different from the 96+ system, the older cars are all vacuum powered.
On my car I just had to install a steering wheel with buttons, plug in a motor, and one last thing was jumper a wire. On my car normally there are two brake pedal switches on cruise cars, as a precaution, in addition to the main brake light switch. I did not bother to add one so I just jumpered the plug for it.
Maybe there is something like that for 95s? I'm not sure. I think the dump valve is what takes care of that backup function.
