Unhappy PCM question...car's not starting!

Okay, I give up. I don't have a clue what's going on. Here's my problem. The fiance ran the car out of gas in my driveway (maybe coincidence but I'll start there). She put a gallon of gas in, car cranked, went to the gas station, car cranked there, came home...no more crank! At first, I thought it was the fuel pump or filter. Neither...engine's getting gas. Then, I thought it was the corroded battery terminals. Changed those and cleaned the posts. Battery is reading 12.4 so it's not that. My only other thought was that it was a sensor somewhere but the car isn't throwing a code or a check engine light. Just to be safe, I rented an OBDII scanner and when I connected it, it read that there was a problem linking to the ECU. I thinkn this is my problem...bad PCM. I bought a new one and went to go replace it but I can't find it! My shop manual says it's under the driverside dash in the corner but...I don't see it! So I have a couple of questions for the gurus: '95 Mustang 3.8L...if not the PCM, what else could be wrong? If it is, where's the $^^$%$#$# thing? Thanks in advance for your help, guys!

Did you hit the fuel pump reset button in the trunk? And the ECU is located behind the passenger side kick panel, behind wires, bolted to about a billion things. But it's back there.

It's the the right of the passengers feet behind the kick panel.
