Foglights shorting - Mustang Evolution

Foglights shorting

Does anyone on the board have experience with 87-93 GT foglights? These are the ones that fit in the stalker bumper, and they keep shorting out on me. Is it water getting in, or is it just the fact that the +12 wire and the ground plane are separated by a millimeter of air?
