Front seat, rear bolt broken

Hey all. So, removing the seat has left me with a broken rear bolt. Efforts with easy-out, tapping, PB Blaster have all failed.

In wanting to keep it stock, It appears the "nut" beneath the floor can be removed and replaced. How is this flat-nut piece removed? Are they typically welded, or held on by another means?
