instrument cluster gages

I changed the gage background in my 96 mustang to the white gages and it looks very kewl, however after 4 tries, I still cannot get the fuel gage needle to hold the position I set it in while apart. Last try I had it where I knew it should be, left it sit for 30 minutes before I put the cover back on and re-installed making sure it did not move. As soon as I turn the key the gage drops 1/4 tank.
Anyone else experience this? What am I missing? All other gages are fine

fill the car up 100% crank the car, then put the needle on at a touch past F, thats the best you can do after you take the needle off other than taking apart the dash and finding the wires and figuring out what signal equals what amount of gas and such

when you press the needle down make SURE you dont push it down to far (or not far enough) else it wont turn or fall off
