2001 3.8 "Insufficient EGR Flow"

Like the title says I have a 2001 V-6 that keeps giving this code. I reset it and it returns a couple days later. I assume that I hit the condition for the EGR circuit about then. I think the number is 3401, but I could be remembering it wrong (deployed right now). I am selling the car when I get back and had planned to fix it then, but I have a buyer who wants it ASAP and I don't want to sell it with that code in it. Yes he knows about it, it is just something of a pride thing.

For mods it has a TB spacer, and a 2 1/2" MAC exhaust, headers back with cats. I have tuned it up obviously. I was able to get the EGR to move by applying vacume to it, so it seems to be working. I tried to get a good voltage reading off the DPFE sensor, but the manual I had was confusing as to what the reading should be in what state. I am leaning toward that sensor, but can't confirm it. I only have the money to replace one thing of the three I suspect: DPFE sensor, EGR solenoid, or the EGR valve (incase something else might be wrong with it. The tube is not clogged either.

Any clues how to confirm this problems source?

the egr valve might have a hole check for holes and cuts on the tubing
