Breaks or rotars make noise

I jus got new front breaks, however I'm beginning to hear an annoying rough rubbing sound.. Can't figure it out... When I'm driving I hear it in low tone but when I apply breaks it's more noticeable...

Is it coming from the front or the rear. My buddy's Blazer was making a noise like that, and I swore it was coming from the front. Changed his pads out, they needed it, and made the same noise. Needless to say, I felt like an idiot when I took the rear wheel off and saw the pads there. Changed those and he was good to go!
