The bulbs are 3157 lamps that are dual filament meaning that theoretically they could have one of the two elements burned out and would only come on when hitting the brakes or vice versa. But the odds of all of them burnt out that way are slim. I would start with a new bulb (3157)
Thats an odd problem. I have worked quite a bit with the taillights and wiring. What is so odd is the consistency- two separate circuits left and right fixtures, they all light up when brake pedal pressed.... I don't know what else to suggest other than the connectors are easy to access from the trunk and you can inspect things. Wiggle, turn on/off head light switch back and forth to see if a glimmer of light shows up.
