Many thinks it can be but maybe u have a bad connection between the connections of ur fuel level sensor.... Maybe like too much resistance or maybe even a bad fuel level sensor....
Bad sending unit. They get dirty spots with different resistance than it's supposed to be. Its allpart of the fuel pump assembly I think. At least it is on gms. Haven't had to do a ford fuel pump in a while.
