Yes chrome plating is done by dipping them and an electric current is passed through the liquid to "bond" the chrome to the part called electric plating. But to chrome a automobile part, it is usually done by dipping the part in multiple different liquids to bond a layer of copper and nickel and then finally the liquid chromium. Now when you see the tank, the entire tank isn't liquid copper, copper bars are added to the water and the elecrtic current carries the copper elements to the part its being bonded to.
