The tuner has to be unlocked in order for you to use it. The current car has to have its stock tune active in the ECU for the tuner to be unlocked and used on another vehicle. There's really no way to know this until you actually try the tuner and then it could be too late and basically becomes a $140 paperweight, unless you send it in to be reset which cost buko bucks.
I've heard better things about SCT regarding our cars, the interface and navigating is much easier and some vendors like American Muscle/Bama Tunes offer free tunes for life.
I also agree that it's probably not safe to buy unless you know the person or can physically check the tuner with the seller before buying.
