Why won't my lights be even!

Higher wattage bulb in one. Go buy two new bulbs that are made for your year.

No... He means like aimed properly. He needs to aim either the drivers side down or the passenger side up.

There should be some kind of dial type thing to adjust up and down.

Should be right here, twist left and right with a screwdriver or whatever fits in there.

Ahhhh I thought he meant brightness lol. I didn't even know you could do what you suggested.

you need to aim your headlights. On the 99-04 Mustangs there is an adjuster on the headlight assmebly. you'll need an Allan key to adjust the light. park your car with the front a few inches from the a wall and mark the center of your beams with a marker on the wall. back up 25 feet and lower both headlights until they about 4 inches below the marks you have made.
