This hose most likely connects to the AIR injection system. Its a California emissions system that 99-00 stangs have on them.

ok so im assuming this hose plugs into x3e-9f491-ea... which is a air bypass valve. which is with cali emissions like you said. How would i go about removing the rest of the cali emssions from the outer of the car's fender - not sure if there are plugs.

You will need an egr tube from the 03-04 model 3.8. You can simply remove te air pump and bypass valve. The injection tubing and egr tubing are the same tube on a 2000. There should be two tubes connected to the front of the passenger side exhaust manifold( one at the front and one at the back) and one tube connected to the driver side manifold at the front. These will need to be disconnected and replaced with the newer egr tube which will connect only to the back of the passenger manifold and the two front ports will need to be capped
