Fuel Saver and Turbo Tip

Hey, I just bought an 02 and I am relatively clueless about everything ranging from the engine to the tires.

I've been looking around for ideas and I noticed several things.

One being the Tornado Fuel Saver, of which, I've read a bunch of different reviews and the decision seems to be split on whether it works at all or not.

The second being a Turbo Sound Tip. I have a turned down exhaust and I am installing a cat back this weekend. Will a tip work with a turned down exhaust?

the tornado fuel saver is 100% worthless trash. The changes in the air velocity that it creates are quickly lost when the air hits the many twists of the intake tract. Dont waste your coil on it.

I am not sure what a turbo sound tip is, I am assuming it makes your exhaust sound like you might have a turbo (whistle) if so please dont do that either as posing is something that looks bad.
