98 V6 Trans Help - Mustang Evolution

98 V6 Trans Help

Upon shifting into 2nd or 3rd gear (Only one of them, not sure which) the RPMS remain constant even after letting off of the gas. E.G I will accelerate to 45 and the car will downshift to accelerate but once I achieve my speed and release the accelerator it will not shift into the next gear for a low cruising RPM.

Like it never shifts, or just takes a second or two?

It shifts down from all gears but doesnt shift up from third intermitently

My cars like this too when i was changing my oil i noticed that the trans pan was wet and it was tranny fluid but i cant find the tranny fluid dipstick if there is one

Its up near the top left area of the engine bay beneath the intake housing
