Cooling fan problem???

Hey guys I have a 97 with overheating problem and we notice the fan doesn't turn on. It does work I can turn it on and off with a computer while the engine is off but cannot while the engine is running. When we un plug the left coolant sensor it works. The fan does come on when the a/c is on also the car has a new radiator water pump thermostat and coolant and left sensor. Any help?
