I'm assuming your talking about the headlights? It is the ring that holds it in place, there is a groove on it and it does a small turn and clicks on. Notice the headlight doesn't turn inside the housing at all, it just slides in. The ring holds the headlight inside.

Headlight retainer rings...you can buy them new for around $5 at advance or autozone
