TPS Low Voltage, Not shifting from second gear?

So, recently, my 95 V6 Auto seems to have gotten stuck in second gear while in Drive. When you slam on the gas, it refuses to drop into first gear, and by 2,500 RPM, shifts into third. When this started happening, the CEL came on, and said the TPS was getting low voltage. When I got it replaced, the car immediacy started at 2,500RPM.

Once we got it squared away, it then started in 3rd gear and would be a hassle just to even get to 45MPH. We had the voltage at 1Volts, but now I don't understand why it's acting up.

Help will be appreciated, thanks.
