dirty air filter? or just in desperate need of a tune???

Ever since I put the BBK CAI on, I feel like it doesn't pull as hard on the low-end. I've made sure the MAF is clean, since that caused a lot of problems before. The filter is kinda dirty, I sprayed it out with an air compressor(inside out) it's a spectre filter and it seems like most people just replace them with K&N instead of cleaning.
On top of this my car is out of tune, The 4.2 runs lean with the stock tuned 3.8 ecu, I also removed the EGR and it's throwing a code for that.

I got the CAI off of the wrecked 01 GT I got. It fits perfectly just had to plug one whole, and the air temp sensor is a little loose, since the 95 3.8 is a screw in and the 01 gt's clips in I think.

well a spectre filter is an oiled filter like a K&N...just blowing it out with a compressor won't really clean it out like if it was a non oiled BBK filter.

it had some dust chunks shoot out of it, I figured I should give it a try before buying a new one, or the cleaning supplies.

I need to see if AM is going to cover my engine swap to the 4.6, I don't want to spend $379 for something i'm going to swap out in a few months.
