You don't have to change the wiring if you get the right parts, I believe it's the 99 mustang lower intake you want.
Boosting it will cost a lot of money, this would be cheaper and get you up to atleast 190hp using stock parts.
I'm going to consider doing it if I can't find a good project car to build.

It should still have the EGR, and it passes CA emissions when it was in the windstar.
I know it's not stock for mustang, but they have aftermarket intakes for the V8's that pass smog.
As long as all the emission controls are working properly, I don't see why it wouldn't pass smog.

Those are aftermarket parts, this is a stock part that passed CA emissions when it was on the exact same engine. Just in a different vehicle.

My plan sense I got the car was to turbo it and That's still my plans for the car. This winter I'm gonna pull the stock motor with 223xxx on it and replace it with a cammed 4.2 from a truck. But I'm gonna reuse my single port heads and intake
