soldering

I have to solder a wire bak an I was wondering i hav to remove the old solder off the circuit board

Nah, use whats on the board and add any if needed. Just place the needle on a bit of flux so it will melt and u dont burn the board or any neighboring components.
Try to keep the amount of solder the same as the other wires like it, depending on the circuit, it could cause more power to be drawn through the larger amount of solder; changing how the circuit acts. Chances are, it doesnt matter in this instance, but i couldnt tell u without seeing the circuit board.

By needle yu mean the hot tip. An jus out flux kn the hot tip or on the circuit as well

Yes hot tip and there should be some flux on or around the solder on the board. If not you'll have to use ur own.
