Sometimes you can tap on the plastic in front of the speedometer and it will work

Fuse 5 is the instrument cluster. But the whole cluster would not work if it was the fuse. Mustang Fuse Loactions and ID’s Chart Diagram – 99-04 | Mustang Fuse & Wiring Diagrams You have a speedometer cable and a gear. The cluster electronics is usually the problem. People repair them on Ebay.

My needle has to be tapped and and sometimes it sweeps. Works for me

Your cool too. Sorry I can not help you any more. I only know so much about the older Mustangs. I believe the cluster can be changed out. The anti-theft did not come along till later years.

Sometimes the speedometer won't work due to the transmission output shaft sensor not being read by your ECU. Not sure if this model mustang has a TOSS but if it does, I would look at that as well. Pretty easy to get to with the right tools, it's in the tranny case though so be careful. Most shops will look at it for you for a small fee, rather than you dropping the tranny and looking at a repair bigger than you expected.

Funny.. I've done that several times. Mine usually works but for whatever reason sometimes it decides not to
