Cruise control and O/D help

So, with my 2000 vert 3.8. I have noticed that with the O/D on, and cruise on as I start up a hill the tranny downshifts fine but once I get to the top it won't shift back into O/D, unless I tap the brake or turn off the cruise. I have searched til my fingers are bloody and there doesn't seem to be a reason. putting 2 and 2 together I have deduced that it may have something to do with either the TPC or the VSS or any funky combo of said related acronyms. I just find it odd there has not been another case such as this on the great interwebs...... anyone got ideas??
