where to buy tuner/chip(I don't need tunes for life, just one to pass smog)

i have 1995 mustang base, where can I find a good deal for a chip/tuner and is there anyone who could setup a tune that could pass smog through the internet?
I can give all specs.

it's a 4.2 with the original 3.8 single port heads and intake.
It's also got a cai from 2001 GT and I had to use the MAF housing.

It's been running slightly lean, but i've been driving it daily, and even on a few road trips for close to 3 years, about 25,000 miles.

I keep looking at these good deals for cars on craigslist. I also have a job where I could walk to work now. decided to just do it and get my car sellable again.

I believe you'll have to take to a professional tunner with a dyno, or get that chip from American muscle and install it. I think the mustang was obd1 until 1996 meaning u can't use a handheld like us 96and up obd2ers..... I believe. Almost positive tho.

mine is OBD2, as it does have the obd2 port and scan tool.

I've seen the same thing about anything 95 and older being obd1, but I don't know if thats true for mustangs as I checked a 1994 mustang v6 with a 5 speed(i wanted it for parts, mostly the 5 speed) and it also had an OBD2 port just like my 1995. I'm wondering if ford just made them all obd2 to save money for when they did need to ship with OBD2.
