you sound a little like me. i was gonna do just a ported upper and then decided i wanted to do a ported lower. couple months down the road, and i have ported upper/lower intakes, heads, cam, and rockers sitting around waiting to be installed. if i was you, id finish with all the bolt-ons, and if you really want to start tearing into the engine, then intakes would be a good start. if it doesnt take that much longer, save for heads and a decent cam. id say 10 at most from both upper and lower. you could also do an intake spacer.
