Quick question are the 94 mustangs governed? If so how do you remove it?

No, they just have a rev limiter.

its what ever the rpm limit is in final drive, if you swap gears it will still be the same rpm limit... you will just be many MPH slower when you hit it lol.

Also, just so he knows... He can't just go to the highest speed he's geared for. Like, my 04 v6 is geared to go 170ish, but there's no way 193hp is gonna get me there.

MPH = (rpm x tire diameter) / (gear ratio x 336)
