Is the cable tight or is the quadrant tilted or on a bent shaft?

the cable stays on the clutch pedal when i push it down ,, soon as i release the pedal it looses tension then comes off the quadrent.
the cable stays tight when pedal is down and when released cable stays there ,, some how its not releasing or staying on the quadrant

Sounds like your TB may be sticking on the front bearing support tube of the transmission.
This is a common problem with those made of aluminum.
The cure is to replace it with a cast iron or steel one.

I had a bicycle once.....but the motor gave out on the first ride I took it on so I put it away in the garage. Where it remains to this day.

Yes it did!
I've been eyeballing an old Stihl weedeater engine sitting in the corner.
I bet it will last longer than the original did.
