windshield/turn signal switch

Ok my turn signal will work same with bright and dim lights but no wipers. The previous owner had a toggle installed to try and bypass the switch all together and was done wrong because it turns the radio on. When the toggle is turned on and the wipers are activated the silver box where all the wires run to from the switch makes an electrical vibration sound and when toggle is off i get nothing. Should i just replace that little bow for starters. Haynes doesnt say much on this.

That's scary.
Whenever people start hacking on the wiring without knowing what they are doing it usually leads to even more problems.
Start by using your Haynes manual to trace the wiring and make sure it has not been comprimised. Remove the toggle and repair the connections used for it. Once everything is back in order you can start testing to see exactly what the problem is and maybe save yourself some money by not buying things you don't need.
Trace the wires with the manual and see what the silver box you are talking about is used for.
