E-Brake cable issues

Grinding noise coming from under my 90 GT. Thought it was clutch come to find out when I got under it. It was the emergency brake cable sitting on the drive shaft. How can this be adjusted. It doesn't seem to mount up anywhere just a ton of slack. FYI the e brake does not engage.

Most likely the cables are stretched out and need to be replaced.
There should have been some clips holding up the cable.
Those may have came loose and been lost.

The adjustment procedure can be found in your Chilton's or Haynes manual.
