Is the timing set correctly, the distributor may be a hair retarded. Advance it a fraction and see if that helps, anyone else have an idea?

I just put a 289 in my 88, it started out doing the same thing. In the 289 I had to rotate the distributor clockwise (advance) to stop the popping.

Mine did that also only at high rpms or If I was getting on it real hard. Sounded like it was missing but it was popping out the exhaust. It turned out to me a spark plug that the white part was cracked. I changed the one spark plug and it went away. So Check all the obvious things first. !!!

I'm not up on all the fuel injection, but it may be the inputs from the computer (if so equipped)...it sounds like it may be telling the injectors to inject more fuel than what is needed...

Should I put a fuel regulator on it to control fuel? I have stock one on it. I have 24# injectors on fresh rebuild

Tune it!
If you don't have one get a Chilton's or Haynes manual for your car.
Check timing, fuel pressure and assure that all of your sensors are good and working correctly.
