I haven't used one, but unless you need it to drive a critical component I think they would be to costly to purchase and then you'd likely be stuck having to order a belt if yours ever broke.
The power steering pump would have to have a special pulley to match the belt, which would likely be pretty costly too.
The tensioner is usually placed in the longest "open" section of the belt.
That way it provides the tension you need and it helps keep the belt from flapping around between the longer run.
