That's the egr vavle tube that originally went from the egr to the header. Somebody has cut it off. It looks like it prolly leaks a little. What I did on mine was take the nut off take the pipe out and put three pennys in the nut and screw it on. It sealed up real nice

That's your EGR valve and that tube went into your exhaust header.

What is the purpose of doing this? And what pros and cons does it have?

It just seals it up real nice without having to weld it up. And I bet u have at least a little exhaust leak where it's crimped at on your passenger side header does it have a threaded bung on it with a nut on it

After taking it off, that tube is welded on the end, I put a penny in it anyway and tightend it back up, nope don't see any bungs or fittings on the header, after a test drive no check engine light

If it isn't causing any issues fab up or buy a block off plate and remove it.

I have my pipe unhooked but I have the egr valve connector still hooked up to the egr and the check engine light never came on. The other day I unhooked the vacuum line that plugs up on the egr and capped both ends and now the check engine light comes on. I just figured I would throw that out there !

Ya my cel came back on too, so you have to get some resistors and put them in the wiring to trick the computer to thinking your egr is working, that will be my next lil project
