Oil leaking on crankshaft

Its leaking around the harmonic balancer only when I rev it up..... It's a new seal, should I have replaced the balancer?

Possibly.
They may have given you the wrong seal or your balancer could be scarred and damaged.
They make a seal protector sleeve that will slide over the balancer snout if you don't want to replace the balancer, but a new one is probably the best idea.

P.S. I haven't forgotten about the old John Deere garden tractors either.
They must be as scarce as hen's teeth though, because I have not ran across any yet.
