1992 5 liter mustang

Sometimes for no reason my car will idle at 2000 rpm's, when I shut it off and start it back up it will idle fine. I changed the throttle position sensor and the air idle control motor and that did not work. Can somebody please help?

Also clean and check your EGR valve, sometimes they get gummed up and stick.
