It's bored .030 over.

Deck line bored is the technique used to machine it. I'm not sure I'd that means they trued the deck and line bored the cylinders. Line bore means that the block was mounted on the table of the machine and each cylinder would be done using the travel of the table or tooling without having to move the block. This makes it more accurate and true.

And its white. Lol

$300 sounds pretty good. If you had the opportunity, it would be a good idea to have a machinist go over it and make sure the seller isn't just trying to sell a cracked block covered up with paint.

Re: What does all this mean?

Line bored in my area means that the main bearing saddles have been checked and bored or honed to correct any misalignment. This is a good thing, BUT if it has been done more than once to a block you end up having trouble with the timing chain being to loose, as each time they do this it brings the bearing saddles closer to the top of the block, which in turn means the timing chain will become a bit looser.
