I'm getting maybe 13-15 miles per gallon or around 200 miles per tank. Plugs are new and car seem to run ok. Fuel filter isn't too old. What gives?

Like said a above your driving habits and tune have a lot to do with it.
Proper tire inflation and a clean air filter can have a huge effect on mileage.
Remove any unnecessary weight and resist the urge to blip the throttle at the lights and limit those jackrabbit take offs to the minimum.
I can manage 22-26 mpg out on the highway in my car and in town driving usually nets me around 16-19 mpg if I drive conservatively, but hey, where's the fun in that.
