Timing question

Im making this harder then it is but please chime in. I have a 306 with what I was told has a B303 cam. I checked the timing with the spout connector out it was retarded 10but with the connector in its advanced 10. I'm suppose to read what the arrow is at right? With or without connector in? Thanks in advance

Factory is 10* advance with spout connector out. You can advance it to around 14-16* but it may require using higher octane fuel to prevent detonation.

I already run 93 but every other half tank gets 100. I have e7 heads with larger valves in it does that change any which timing should be? Thanks again

Also meant to ask is that normal for a car to run 10 degrees retarded? Doesn't seem to be lagging idles smooth and peppy....
