Looks like oxidation to me.

Was it ever clean that you know of, or how long has it been looking that way?

Do you live near/at the coast or somewhere that gets lots of snow?

Yeah that's what I figured and I usually clean them every week with a chrome cleaner. I have the baer big brake 13" kit but after I clean them it usually comes right back after a hr or two a d I haven't driven those rims in the snow at all.

Thought you were referring to the caliper, center portion of brake disk and inside the wheel. Looks like left over wax on the wheel or wheel cleaner that damaged the finish

^ yes sir using the wrong product will cause that result it happened on my Chrysler. I find that the OTC stuff is highly acidic. I started using this stuff ->http://www.topoftheline.com/wheel-cleaner-safe.html
