So I unplug the thing by my distributor and then set my timing to 12. Then when I plug it back in. It jumps to 14. Is it actually set at 12?

The way you are saying that makes me believe you have it set a 12* atdc instead of 12* btdc. If you set base at 12 btdc it should jump to around 30* btdc total timing with the spout connector plugged in.
