OBD 1 scanner not scanning - Mustang Evolution

Question OBD 1 scanner not scanning

I just bought an Actron scanner for my 90 gt and the light just stays on the entire time.... Does that mean theres a fault in the circuit or is there something that I need to do. I did the KOER and the RPMS shot to like 3500 so Im sure that the computer sees something but when I do the KOEO test the light just stays on and doesnt flash.....suggestions?

Test takes maybe 5 minutes or so let it rev by itself are u holding the clutch in and leaving it on accessory before it starts test?

I did leave it on acc. For about 5 min and nothing happened. I turned it on just to see what it would do and it reved up and I didn't know it would do that so I killed it. I just had it in neutral.

Plug it in leave it on acc leave clutch in in neutral let it rev and then it will reduce power and give you a reading
