Best Heads for low end torque?

hey everyone, been a while since ive been on here and since have had to get rid of my foxbody :/ (got in trouble with the cops with it) im soon getting another one but for now i have a motor id like to put a few $ into that'll go in it once i get it. i bought the motor without the heads and im looking for a set of 302/351 heads that'll give me the most low end torque possible. it is a 351c i know this is the 5.0 section but there isnt a 5.8 section and every other forum i try and ask questions on everyones either a pr*ck or they dont know what theyre talking about. And i am on somewhat of a budget, have some $ left over but i dont want to spend 1500$ on heads since ill need a cam and manifold also
