It looks like it is for a cover that rolls up when your not using it. It was designed to cover things in the back area so nobody could see. You would grab it at the seat area and pull it towards the tail light area. You should see some kind of brackets by the sides close to the tail light area on the inside.

That's what I was thinking it was, but I don't see anywhere for it to latch by the tail lights. I'm gonna have to find one some where.

The two holes by the latch for the hatch is where the cover hooks.

If u want on I see em on ebay sometimes. Just make sure u get one for an 87 or up. My buddy got on from an 86 for his 90 gt and it didn't work.
