K & N filters, and other CAI's have a fine oil sprayed on them to help catch dust particles. The recharging kit is 2 products: A cleaner/de-greaser to clean the filter element, and a fine spray-on oil to replace the oil you'd just washed off.

I got my 2nd kit at Auto Zone for $11.99 If you order them online, you could pay upwards of $20 or more for the exact same item.

No rush! You only need to clean the filter on your CAI when you change the oil. Part of routine maintenance.

Yeah, look at it close when it arrives. If it looks oiled, leave it be. If not, just a thin coat over the entire filter element will do it. Warning, the K & N oil is a light red color, so it may not match your CAI. If that's a concern, check into other charging kits and see if they have a colorless oil.
