How to lock the torque converter?

Someone know the procedure to lock the torque converter before a hard lunch.

Why would you want it locked BEFORE you launch? Not only would the car stall out (just like if you let the clutch out sitting still in 1st with your foot on the brake) but you lose all torque multiplication that the converter provides during a hard launch.
