Lean O2 sensor codes

Hello everyone, I have a 1995 GT 5.0L AODE. I am getting codes 172 and 176 lean O2 senors on both banks, the CEL comes on when cruising and decelerating but not at idle or accelerating. The catalytics have been removed and replaced with flow tech exhaust, also cannot adjust idle below 700 rpm. Does someone have an idea where to start looking for the problem. Checked vacuum lines that I could get to without disassembling engine bay. Thanks... DS

Thanks Liebert91stang. Exhaust is little over a year old. CEL went out this afternoon. RAn koer check no code except memory code for O2 sensors in koeo, so cleared codes and see what happens tomorrow. I also cleaned wire harness connections, had problems with that with speed sensor in tranny.
